Local Area Employment Support (LAES) Case Officer

(35 hours per week)

Carlow/Kilkenny

Kilkenny Leader Partnership (KLP) is a local development company that has been delivering rural development and social inclusion services to jobseekers and other clients in Kilkenny for over 25 years. 

KLP’s uniqueness, longevity and success is founded on its community-led local development and partnership approach characteristic of the European LEADER model of development. The ‘KLP LAES Service Guarantee’ Mission Statement is that it will operate the LAES in the complete two-county region of Counties Carlow and Kilkenny as a coordinated and integrated scheme. 

The LAES is a new service funded by the Department of Social Protection which will be focused primarily on long term unemployed clients farthest from the labour market with barriers to labour market participation. This service forms part of the additional Public Employment Service capacity required to deliver on Pathways to Work 2021 – 2025 strategy.

The LAES Programme;

  • Our clients are referred to the LAES by the Department of Social Protection and we work with each client to support and assist them into employment. Our clients remain with the service for a period of 52 weeks
  • We engage with Employers to identify potential staff vacancies and offer supports in recruitment
  • We work intensively with clients to identity a suitable job to match their skills, identify training needs and provide pre-employment training
  • In-Employment Support: When a client secures a job with an employer, LAES will provide 17 weeks in-employment support (or longer if necessary)
  • Provide information on existing employer incentives (e.g., Work Placement Programme, Jobs Plus etc) and new Government initiatives and recruitment incentives
  • Provide 1 to 1 and group personal development, education & training & employment supports

This role will involve;

  • The LAES services will be developed in parallel with existing valuable and experienced services such as those developed as part of Local Development Social Inclusion Community Activation Programme (SICAP) employment supports. From a value added and person-centred perspective, it will be essential that these supports are offered and delivered in a logical, collaborative, and connected manner for each client
  • The Coordination of people – tutors, participants, and linkage with key KLP staff
  • The administration of each programme to requirements of the LAES programme

Key Requirements;

  • Experience of working with long term unemployed
  • Relevant educational qualification
  • Excellent communication & coordination skills
  • Excellent administration skills
  • Excellent people management skills
  • A proven track record in the delivery of programme related targets
  • A good working knowledge of the Training & Education, Employment and Local Development sectors

Position: Personal Development, Education, Training & Employment & Specific Training Programmes Development Specialist.

(35 hours per week – with option to spilt role)

The aim of the Social Inclusion Community Activation Programme (SICAP), 2018 -2022 is ‘to reduce poverty and promote social inclusion and equality in Ireland through supporting communities and individuals using community development approaches, engagement and collaboration’. The programme delivers supports to communities, interest groups and individuals through two goals.

 

  • Goal 1: Supporting Communities; supporting communities and target groups to engage with relevant stakeholders in identifying and addressing social exclusion and equality issues, developing the capacity of local community groups, and creating more sustainable communities.
  • Goal 2: Supporting Individuals; supporting disadvantaged individuals to improve the quality of their lives through the provision of lifelong learning and labour market supports

Working mainly under Goal 2 with strong cross programme focus the Personal Development, Education, Training & Employment & Specific Training Programmes Development Specialist

will have responsibility for the delivery of;

  • Provide 1 to 1 and group personal development, education & training & employment supports to KLP SICAP clients.

And coordinate the delivery of;

  • Kickstart Pre-Employment COVID Programme
  • Driving Ambitions
  • POD Programmes
  • RDP funded Fit 2 work Word, EXCEL & Basics.
  • CV Workshops
  • Kickstart/Quickstart – for Ukrainians
  • Review your Revenue
  • & others.

This role will also involve;

  • The Coordination of people – tutors, participants, and linkage with key KLP staff
  • The administration of each programme to requirements of the programmes under which they are funded – SICAP, RDP and other including CAF – State Street.

Key Requirements.

Position: Development, Engagement Follow Up & Performance Monitoring Specialist.

(35 hours per week - 2 days Development – 1 to 1 supports & 3 days Performance Monitoring -with option to split role.).

The aim of the Social Inclusion Community Activation Programme (SICAP), 2018 -2022 is; ‘to reduce poverty and promote social inclusion and equality in Ireland through supporting communities and individuals using community development approaches, engagement and collaboration’. The programme delivers supports to communities, interest groups and individuals through two goals;

  • Goal 1: Supporting Communities; supporting communities and target groups to engage with relevant stakeholders in identifying and addressing social exclusion and equality issues, developing the capacity of local community groups, and creating more sustainable communities.
  • Goal 2: Supporting Individuals; supporting disadvantaged individuals to improve the quality of their lives through the provision of lifelong learning and labour market supports

Working across both Goals the role will involve a focus on follow up and monitoring the delivery of community development, engagement, education & training, employment, and enterprise supports to people most distanced from education, training, and employment and/or who are socially excluded communities/groups identified as priorities under SICAP.

This role acts as the key means of following up on the supports made into  the KLP SICAP client group and manage the referral process deeper into the organisation and outward into other providers and to record the outcomes individuals have had from these inputs. A further key action will be the measurement of the experience everyone has had while being supported by the KLP offering. A key task will be the management of key client data on to the IRIS (CRM) system.

This role will also include the provision of 1 to 1 and group personal development, education & training & employment supports to KLP SICAP clients.

Key Requirements;

  • 3rd Level Qualification in in a relevant field
  • 3 – 5 years experiment working in the field of Community Development, Education, Training & Employment Services and in particular Social Inclusion Work.
  • A proven track record in the delivery of programme related targets
  • An excellent working knowledge of the Local Development Sector Education, Training and Employment Services.
  • Administer the payments process for SICAP groups and individual funding
  • Conduct annual satisfaction surveys for SICAP groups and individuals
  • Present monitoring performance information to KLP SICAP team and LCDC
  • A good level of computer skills and an ability to learn new IT systems quickly.
  • Knowledge of performance monitoring practices and ICT programmes
